7. Targeted Labour
➢ Target Area – George Local Municipality
➢ 8% of the Final Contract Value
➢ 30% of the 8% is designated for Black people who are youth
➢ 0.3% of the 8% is designated for Black people who are people with disabilities (This target is not included on the
N.002-070-2020/2 project)
➢ 30% of the 8% is designated for Black women
➢ PLO in conjunction with contractor will compile labour database by means of the Shake-Shake system
➢ Contractor will have to submit proposal w.r.t. labour employment and it will be discussed and done under the
auspices of the PLC

8. Targeted Enterprises
➢ 30% of Final Contract Value
➢ CIDB 1 or 2 minimum of 1% of Final contract value
➢ CIDB 3 or 4 minimum of 1.5% of Final contract value (This target is 1% on the Phase 2 project)
➢ 5% of the Final Contract value for Targeted Enterprise with
=>51%ownership by youth

➢ 5% of the Final Contract value for Targeted Enterprise with

• Finishing the road and road reserve.
• Transport of local labour to and from site.

The activities mentioned is not cast in concrete and can change depending on the CPG plan of the Main Contractor

10. Tendering and appointment of TE process

• Compile a database based on market analysis and skills audit by means of CIDB database and other
locally available databases.
• Call for an expression of interest and outline the anticipated eligibility, functionality, preference and
compliance criteria, as well as the anticipated Works content.
• Explain tender process:
• Advertisement published in local newspaper, distributed to PLC members, SANRAL ESDD etc. and as agreed
with PLC.
• Clarification meeting (compulsory) – Important to arrive early (on time)
• Tender document completion training might be on same day as clarification meeting on how to complete the
tender document.
• Closing of tender – submit early enough (in time)
• Evaluation
