SANRAL LAUNCHES SMME PRE-TENDER TRAINING PROGRAMME

We are pleased to inform you that SANRAL’s SMME pre-tender training contracts for both the N2/N3 programme as well as the national programme have been awarded. The successful bidder for the N2/N3 project is Imbawalu Civil Projects and was awarded in September 2021. The national tender was awarded to ACS/Tjeka JV in March 2022. These awards are part of SANRAL’s Transformation commitment to provide developmental support to black business through structured development programmes. This is the first of many such interventions to follow in the near future.

The intention of the pre-tender training is to prepare and to provide new and lower CIDB grade (CIDB Grades 1-4) entities with the necessary SAQA accredited training in theoretical information and skills required for pursuing a future business entity in construction, managing a business, becoming a better entrepreneur, managing a contract/ project managing resources and quality requirements and being able to compile and submit a compliant tender submission.

The training courses below, will be rolled out in stages within all local municipalities throughout South Africa, with more than one running simultaneously in different provinces. The national programme has already commenced with various information sessions and candidate screening taking place. The first training session took place in Isandlwana (KZN) on 1 August 2022 with a host of upcoming training sessions.

STAGE 1
SCREENING FOR NUMERACY SKILLS

Trainees that completed mathematics literacy or mathematics in matric will find the numeracy training reasonable. All trainees will have to complete and pass Unit Standards 7469 (Mathematics to investigate and monitor the financial aspects of personal and community life) and 261661 (Calculate Construction Quantities to develop a work plan) that will equip trainees with the necessary numeracy skills to continue with the course. Essentially, pursuing a career in construction requires the participants to be numerate, for most activities require working with figures/calculations and relate to reasonable scientific input and understanding of scientific principles.

STAGE 2
TWO MODULES (1 WEEK)

  • Tender for construction contracts (SAQA ID 9981) 3 days
  • Managing of resources (SAQA ID 9984) 2 days

The successful completion of Stage 2 will result in progressing to Stage 3 of the training as set out below.

STAGE 3
MODULES (6 DAY WEEK)

  • Legal requirements (SAQA ID 9982) 1 day
  • Apply quality standards (SAQA ID 9986) 1 day
  • Understand and develop entrepreneurial qualities (SAQA ID 10006) 1day
  • Identify , analyse and select business opportunities (SAQA ID 10007) 1 day
  • Demonstrate the ability to start and run a business (SAQA ID 10009) 1 day
  • Setup and manage a construction contracting business (SAQA ID 11553) 1 day

This complete qualification comprises of a total of 24 modules. The above modules will contribute nine (9) modules (82 credits) towards a National Certificate of Construction Supervision (NQF 2). The trainee, if so wishes, can complete the remaining 15 modules on their own in the future.

All the modules will require assessments to be performed on the material presented to the trainees in the form of tests and assignments.

This training will be rolled out at no cost to the trainee. The cost to SANRAL per learner for this training will be approximately R10 000.

The trainee will not receive any stipend for their time or attendance. Entry to the training will be done through the PLC databases. Adverts for the training will be placed in the relevant media, the local authority notice boards, SANRAL’s physical Supplier Development Desks and the online Supplier Development Portal on the SANRAL website. The three phases will be done close to each other with short gaps in order to improve the trainees knowledge in as short a period as possible.
