T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)

MVEZO PLANT AND CIVILS (PTY) LTD invites tenders from experienced EME/QSE subcontractors / suppliers for Contract SANRAL R.061-080-2013/3RD-1 THE UPGRADING OF DR08004 (KM 0.0 TO KM 7.2) AND THE PERIODIC MAINTENANCE OF DR08158 (KM 0.0 TO KM 3.4) endorsed by The South African National Roads Agency SOC Limited (SANRAL).

This project is in the province of the Eastern Cape (Ingquza Hill and Port St. Johns Local Municipalities) and within the OR TAMBO District Municipality. Subcontractors are required for the following subcontracts

The approximate duration is 6 months for as when the services are required.

Only tenderers who are registered on the National Treasury Central Supplier Database at the closing date for tender submissions and who comply with the definition of a Targeted Enterprise under clause C.2.1.1 and are at least 51% Black owned and who is an EME or QSE or cooperative, are eligible to tender.

Only tenderers that meet all the eligibility criteria under clause C.2.1.1 of the Tender Data will be considered.

Only tenderers who meet the minimum functionality score as stated in clause C.3.11 will be evaluated further on price and preference

It is estimated that tenderers should have a CIDB contractor grading designation of 2CE or higher, however tenderers attention is drawn to clause C.3.11 of the Tender Data when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or 25(7A) of the Construction Industry Development Regulations, will not be accepted.

Only locally produced or locally manufactured products and components for construction will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

SUBCONTRACT TENDER DOCUMENTS
Tender documents are available at no cost in electronic format from the SANRAL website using the following link https://www.nra.co.za/service-provider-zone/tenders/open-tenders/. Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software.
As an alternative, tender documents may be requested in writing by email to tec080@mvezo.co.za subject to attandance of the compulsory tender clarification briefing meeting.

TENDERERS’ COMPULSORY TENDER CLARIFICATION BRIEFING AND TRAINING
A compulsory tender clarification, tender briefing meeting and training session will take place at the following GPS coordinates 31o 21' 32.84"S; 29o 34' 02.42"E at the Resource Centre in LUSIKISIKI on Friday, 06th June 2025 at 11:00 where prospective Tenderers shall meet the Engineer and the Contractor. Tenders from tenderers who arrive late at the clarification briefing session will not be allowed, and their submissions shall be declared non-responsive.
A tenderer’s representative cannot represent more than one tenderer at the clarification briefing session.

COMPLETION AND DELIVERY OF TENDERS
The closing time and date for receipt of CIDB tenders is 12:00 on Tuesday, 24th June 2025.
Tenders must be submitted during office hours (09:00 to 16:00) Monday to Friday in the tender box at the SANRAL District Offices in Flagstaff which situated at Indwendwe Lodge, Erf 11, FLAGSTAFF, 4810 at the following GPS coordinates: 31° 04' 44.0"S; 29° 29' 45.2"E. The tenderer to ensure that the delivery of the tender offer is recorded in the Contractors tenders received register.

SUBCONTRACT TENDER DOCUMENTS
Only tenderers that attend the compulsory tenderers clarification briefing may address queries relating to issues arising from the tenderers clarification briefing and this document AFTER attendance of the compulsory tender briefing to the following email address: tec080@mvezo.co.za - Tenderers are NOT allowed to communicate with the contact person of the Contractor prior the date and time of the compulsory tender clarification briefing.
In addition, tenderers are NOT allowed to communicate by any other means with the contact person of the Contractor or any employees of the Contractor apart from the email address: tec080@mvezo.co.za as provided and if found that tenderer make contact with the contact person of the Contractor or any employees of the Contractor apart from the email address, such Tenderer/s tender will be disqualified.
Only tender offers submitted in Hardcopy and delivered to the address specified in the Tender Data will be accepted.

BLACK and WHITE printed tender documents are permitted.
Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
Tenders may only be submitted in the format as stated in the Tender Data.
