SUB-CONTRACTS FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE 7 SECTION 4 TO 7 BETWEEN MELKBOOM (KM35.40) AND KERSBOSCH FONTEIN (KM65.71)

TENDER NOTICE

CLOSING DATE: Wednesday 10 September 2025 at 10:00am

Damian’s Contractors Civil invites experienced EME and QSE Targeted Enterprises to a tender briefing session for Contract N.007-047-2022/ 1SC13 for the Routine Road Maintenance of National Route 7 Section 4 to 7 Between Melkboom (km 35.40) and Kersbosch Fontein (km 65.71).  The project is in the Matzikama & Kamiesberg Local Municipalities within the West Coast and Namakwa District Municipalities and within the Western Cape and Northern Cape Provinces

Preferences are offered to prospective tenderers from the targeted area, namely the Matzikama Local Municipality, as well as the CIDB grades and classes indicated for each sub-contract package.  This tender will be evaluated in terms of functionality as a criterion and the price and preference points system If a sufficient number of contractors are not found in the specified target area, the target area will be expanded to allow for sufficient participation to ensure a competitive process.  Tenderers who satisfy the following criteria are eligible to submit tenders:

1. 51% or more Black-owned.
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
3. Registered on the National Treasury Central Supplier Database (CSD).
4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation.

An award will only be made to preferred Tenderers that are:

5. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
6. Tax Compliant.

1. Damians Contractors Civil) will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.

TENDER BRIEFING

Compulsory information briefing meetings and a training session will take place at Damians Contractors site office, Plot 404 Vanrhynsdorp, 8170 on Wednesday 27 August 2025 at 10h00am,

where prospective Tenderers shall meet the Contractor. 

Tenderers must be represented at the information compulsory briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

SUBCONTRACT TENDER DOCUMENTS

Tender documents will be sent via email to those who attended the tender briefing. The file will contain an electronic copy of the tender document in PDF format and Bill of Quantities in EXCEL format. The documents within the folder must be printed after it has been completed with all the relevant supporting documents, bound and submitted or via USB by means of a scanned copy of the tender document, fully priced Bill of Quantities and all returnable schedules.

Late arrivals to the compulsory information briefing meeting will not be allowed access and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed non-responsive.

CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS

The tender and supporting documents shall be sealed in an envelope and clearly marked:

“SUB- CONTRACT N.007-047-2022/1 for the Routine Road Maintenance of National Route 7 Section 4 to 7 Between Melkboom (km35.40) and Kersbosch Fontein (km65.71), And shall be hand delivered by hand to Plot 404 Vanrhynsdorp, 8170 between the hours 09:00 to 16:00, Monday to Friday up until the closing date. Wednesday 10 September 2025 at 10:00am
