SUB-CONTRACTS FOR THE REHABILITATION OF THE SINKHOLE ON THE NATIONAL ROUTE R21 SECTION 2 NORTHBOUND (KM0.3) AT OLIFANTSFONTEIN

 

TENDER NOTICE

 

CLOSING DATE:  Wednesday, 10 September 2025 AT 13:00

 

Terra Strata Construction invites experienced EME and QSE sub-contractors to a tender briefing session for Contract R.021 020 2023/9 – WP01 for the REHABILITATION OF THE SINKHOLE ON THE NATIONAL ROUTE R21 SECTION 2 NORTHBOUND (KM0.3) AT OLIFANTSFONTEIN on behalf of the South African National Roads Agency SOC Limited (SANRAL). This project is in the province of the Gauteng and in the City of Ekurhuleni Metropolitan Municipality.

 

Preferences are offered to prospective tenderers from the targeted area, namely the City of Ekurhuleni Metropolitan Municipality, as well as the CIDB grades and classes indicated for each sub-contract package. This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:

 

1. B-BBEE Level 1 or 2 contributor.
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
3. Registered on the National Treasury Central Supplier Database (CSD).
4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation (when applicable).

 

An award will only be made to preferred Tenderers that are:

 

5. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
6. Tax Compliant.

 

Sub-contractors are required for the following subcontracts:

 

1. Package 1

1 x Security (CIDB Non-Applicable)

2. Package 2

1 x Accommodation of Traffic (CIDB Non-Applicable)

3. Package 4

1 x Mobile Toilets (CIDB Non-Applicable)

4. Package 5

1 x Concrete Barrier System (CIDB Non-Applicable)

5. Package 6

1 x Supply of Grout (CIDB 4CE)

6. Package 7

1 x Drilling (CIDB 4CE)

7. Package 8

1 x Supply Diesel (CIDB Non-Applicable)

8. Package 9, 10 and 11

3 x Plant Hire (TLB, Water Cart, 10m³ Tipper Truck, etc: CIDB Non-Applicable)

 

 

Note to Tenderers:

1. Terra Strata Construction will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

 

A compulsory information briefing meeting and a training session will take place on Wednesday 03 September 2025 at Kingdom Life Bible Church on 76 Ann Road, Clayville East, Olifantsfontein, 1666 as per below table with schedule times where prospective Tenderers shall meet the Contractor.  

 

 

 

 

 

Tender documents will be made available at the information briefing in either hard copy or the form of a USB.  The USB will contain an electronic copy of the tender document, in PDF format.  Only the documents within the folder named “Returnable Document” must be printed, bound and completed with all the relevant supporting documents attached.

 

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

 

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender. Such tenders received, shall be deemed non-responsive.

 

The tender and supporting documents shall be sealed in an envelope and clearly marked:

 

“Sub-Contract NRA R.021 020 2023/9 – WP01 for packages listed above and shall be delivered by hand to R21 Sinkhole Site Camp on the R21 and Olifantsfontein interchange, 25°58'37.2"S 28°15'17.3"E between the hours 09:00 to 16:00.

 

Note:  Telephonic, telegraphic, telex, facsimile, e-mailed or electronic applications will not be accepted.

 

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 13h00 on Wednesday, 10 September 2025.
