TENDER NOTICE

RAINBOW CIVILS invites tenders from experienced EME/QSE subcontractors for Contract SANRAL X.003-034-2019/1 FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE N2 SECTION 16 KM 31.26 TO SECTION 18 KM 28.91 AND NATIONAL ROUTE N6 SECTION 1 KM 30.18 TO KM 50.38 AND NATIONAL ROUTE R63 SECTION 16 KM 0.00 TO KM 43.64   on behalf of Rainbow Civils in accordance with the requirements of The South African National Roads Agency SOC Limited

(SANRAL). This project is in the province of Eastern Cape and in the Amathole District Municipality.

Preferences are offered to prospective tenderers from the targeted area, namely the Buffalo City Municipality, Amathole, Mbashe and Great Kei Local Municipalities, as well as the CIDB grades and classes indicated for each sub-contract package.  This tender will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

  1. B-BBEE Level 1 to 4 contributor.
  2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
  3. Registered on the National Treasury Central Supplier Database (CSD). 
  4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation.
  5. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and f) Tax Compliant.

The approximate duration is 8 months, with an option to extend for the General Maintenance package and 8 months for the Minor Maintenance. CIDB Regulation 25 (1B) will be applicable to this contract. 

Note to Tenderers:

  1. Rainbow Civils will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
  2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

A compulsory information briefing meeting and a training session will take place at Zovuyo hotel and conferencing on the N2 before Butterworth on 17 October 2022 at 10:00 where prospective Tenderers shall meet the Contractor.  

 

Tender documents will be made available at the information briefing in the form of a CD. The CD will contain an electronic copy of the tender document, in PDF format.  Only the documents within the folder named “Returnable Document” must be printed, bound and completed with all the relevant supporting documents attached.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed non-responsive.

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 11:00, 31 October 2022.
