The South African National Roads Agency SOC Limited (SANRAL) on behalf of LEO Consulting (Pty) Ltd invites Joint Ventures between suitably experienced, SANAS accredited laboratories and Targeted Partners for the undertaking of the site laboratory sub-services in accordance with SANS 3001 for the
Sub-Contract for Site Materials Laboratory FOR THE Special Maintenance of National Routes R389, R48 and R369 between Hanover and Hopetown.
This project is in the province of the Northern Cape and in the district municipality of Pixley ka Seme and the approximate duration is thirty-six (36) months, commencing on 1 January 2026.
The tenderers will be evaluated on functionality (quality) criteria with a threshold of 65%.
Only tenderers who are a Joint Venture (JV), meet the minimum requirements for the key persons and are registered on CSD as stated in clause 4.1.1 will be eligible to tender.

Tenderers must have access to Microsoft © Office 2013 and Acrobat Adobe © 9.0 or similar compatible software.
Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to Friday, 24 October 2025. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive, if “any material amendment/s” contained in the addenda or additional information is not included in the tender offer/submission.

A compulsory clarification briefing meeting will be held on:

A link to the clarification briefing meeting will be sent to tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1).
A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.
COMPLETION AND DELIVERY OF TENDERS
The closing time and date for receipt of tenders is Friday, 21 NOVEMBER 2025 at 11H00.
Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.
