A 1.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)
CLOSING DATE (AT 11:00): 16 JANUARY 2026
SMEC South Africa (Pty) Limited invites Joint Ventures from suitably qualified and experienced service providers for undertaking Stakeholder Engagement, Social Facilitation and Recruitment Support Services for the implementation of the Upgrading of NATIONAL ROUTE 1, SECTION 16, FROM ZANDKRAAL (KM 35.4) TO WINBURG SOUTH (KM 78.0).
This project is in the Free State province and in the Masilonyana Local Municipality which is part of (insert Lejweleputswe District Municipality, and the approximate duration is of 36 months, planned commencement in February 2026.
Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.
The tenderers will be evaluated on functionality (quality) criteria with a threshold of 75%.
Joint Ventures (JV) shall be required with the Lead Partner being suitably experienced consulting firms and the Targeted Partner being a Targeted Enterprise as defined in the tender data.
Only tenders that comply with the following B-BBEE contributor status levels are eligible to tender:
• The Joint Venture shall have a consolidated project specific B-BBEE scorecard of status Level 1 or 2.
• The Lead Partner shall be a status Level 1 or 2 B-BBEE contributor
• The Targeted Partner(s) is(are) defined in accordance with the requirements of SANS 10845 Part 6 (table B.2) as.
o A QSE, EME or Start-up and
o 51% black owned and
o Status Level 1 or 2 B-BBEE contributor and
o Minimum of 30% equity JV to a minor JV member (JV agreement to be provided)

Tenderers must submit, via email, andre.jordaan@smec.com the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to 5 December 2025 at 11:00. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

Late arrivals will not be allowed to participate in the meeting. A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.

The closing time and date for receipt of tenders is 11:00 on Friday, 16 January 2026.
Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.
