VST Consulting Engineers requires the services of a Project Liaison Officer for the following contract:

FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE 1 SECTION 1 BETWEEN OLD OAK I/C (km 18.9) AND JOOSTENBERG VLAKTE (km 30.44) & NATIONAL ROUTE 2 SECTIONS 1 TO 2 BETWEEN SWARTKLIP I/C (km 17.47) AND ELGIN FOREST RESERVE (km 18.83) & NATIONAL ROUTE 7 SECTION 1 BETWEEN MELKBOS I/C (km 17.4) AND KLIPVLEI (km 34.99) & NATIONAL ROUTE R300 SECTION 1 BETWEEN SWARTKLIP I/C (km 14.76) AND STELLENBERG I/C (km 30.93)

 

Location: The office from where the PLO will operate will be the Project Site Office located in City of Cape Town Local Municipality in the Western Cape Province. The final location of the site office is still to be confirmed however it is anticipated that the site office will be located in Bellville area.

Salary: TBA

Appointment Type: Fixed term contract, estimated to be 6 months.

Purpose of position: To assist the South African National Roads Agency Limited, Consulting Engineer and the Contract Manager (Project Management Team) in the day-to-day operation liaison with communities affected by the project.

Person Profile: Good interpersonal skills and a good standing with the communities where he/she resides. Project Management knowledge, report writing skills and computer literacy are a prerequisite.

Residential area: Qualifying candidates must be from the City of Cape Town Local Municipality.

Minimum Qualification: Minimum grade 12 certificate, be conversant in English and the language mostly spoken in the affected residential area/communities.

Other requirements: - Proof of residence must accompany the application or an affidavit.

- Must have their own vehicle with a minimum of Category B driver’s license (Previously Code 08).

Experience: Relevant knowledge of project management, road maintenance/construction projects and community participation/liaison experience.

Other: - Own vehicle is a requirement. Travelling with own vehicle shall be compensated at the normal SANRAL rates.

Duties Include:

 

  • Plan, coordinate, implement and assist with community liaison activities and processes.
  • Promote active participation and involvement of stakeholders, including beneficiary communities throughout the Contract life cycle.
  • Build strong relations, facilitate sharing of information, provide coordinating function and liaise with the relevant communities to facilitate and improve communication amongst all role players.
  • Secure labourers for the contractor and sub-contractors in liaison with the Local Municipality and the Department of Labour.
  • Assist with the selection criteria, eligibility and sourcing of labour, equitably employed from the affected residential areas/wards and based on the contract’s labour requirements.
  • Monitor that procedures are followed especially workforce/labour matters and that labour databases are kept up to date.
  • Ensure that each local labourer/worker enters into an employment contract which complies with Labour Legislation.
  • Assist and provide input during dispute resolutions, attend disciplinary proceedings and be proactive in identifying unrest and strikes.
  • Ensure that community structures (Project Liaison Committee - PLC) for project management at local level are fully functional.
  • Provide all the support necessary for the PLC to be effective its rendering of an efficient and effective service.
  • Coordinate submission of work and monthly reports by PLC.
  • Organise and attend all community and stakeholder meetings, compile agendas and take minutes.
  • Update stakeholders on work progress and keep record of stakeholder meetings and other related working group’s work.
  • Monitor and streamline training needs and training offered within the area.
  • Monitor the contract’s development programmes.
  • Keep a daily project diary.
  • Be acquainted with the contractual requirements of the contract and provide input and advice on the procurement processes regarding sub-contracting and labour.
  • Assist in the equitable distribution of labour opportunities.
  • Prepare and submit monthly reports to Project Management Team.
  • Report writing, minute writing, notices and the distribution thereof to relevant parties and areas.
  • Facilitate meetings related to the contract and ensure that the Project Management Team participate.
  • Render translation services (local languages) where required.
  • Attend and report at monthly site and other meetings impacting on the contract.
  • Perform any other duties that may be delegated by the Project Management Team and ensure successful implementation of the contract.
