FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE 8 SECTIONS 8 & 9 FROM VAAL RIVER (KM 36.69) TO NC/FS BORDER (KM 5.73), NATIONAL ROUTE 12 SECTIONS 9 TO 11 FROM RIET RIVER (KM 84.58) TO NC/NW BORDER (KM 0.003), NATIONAL ROUTE 18 SECTION 1 FROM WARRENTON (KM 0.00) TO NC/NW BORDER (KM 54.59), ROUTE R31 SECTIONS 6 TO 8 FROM KGATELOPELE-DIKGATLONG (KM 25.45) TO N8 KIMBERLEY SOUTH (KM 37.79).

TENDER NOTICE

Damians Contractors Civil invites experienced EME and QSE Targeted Enterprises to a tender briefing session for Contract X.005-046-2023/1 SC16-SC17 for the Routine Road Maintenance of National Route 8 Sections 8 & 9 from Vaal River (km 36.69) to NC/FS border (km 5.73), National Route 12 Sections 9 to 11 from Riet River (km 84.58) to NC/NW border (km 0.003), National Route 18 Section 1 from Warrenton (km 0.00) to NC/NW border (km 54.59), Route R31 Sections 6 to 8 from Kgatelopele-Dikgatlong (km 25.45) to N8 Kimberley South (km 37.79). The project is in the Solplaatje, Magareng, Phokwane and Dikgatlong Local Municipalities within the Frances Baard District Municipality in the Northern Cape Province.

Preferences are offered to prospective tenderers from the targeted area, namely the Solplaatje, Magareng, Phokwane and Dikgatlong Local Municipalities, as well as the CIDB grades and classes indicated for each sub-contract package. This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:

a) B-BBEE Level 1 or 2 contributor.

b) Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).

c) Registered on the National Treasury Central Supplier Database (CSD).

d) Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation.

An award will only be made to preferred Tenderers that are:

e) Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and

f) Tax Compliant.

The approximate duration is 5 months. CIDB Regulation 25 (1B) will be applicable to this contract.

Only tenderers that meet all the eligibility criteria under clause C.2.1 of the Tender Data will be considered.

Only tenderers who meet the minimum functionality score as stated in clause C.3.5 will be evaluated further on price and preference.

Sub-contractors are required for the following subcontracts:

The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender. Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will be accepted.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.

Note to Tenderers:

a) Damians Contractor’s Civil) will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.

b) Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

TENDERERS BRIEFING

Compulsory information briefing meetings and a training session will take place at the City Hall Cnr. Old Main St & Transvaal Rd, Kimberley North, 8301 on Friday 19 Jun 2026 at 09:00am. Where prospective Tenderers shall meet the Contractor.

Tenderers must be represented at the information compulsory briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

SUB-CONTRACT TENDER DOCUMENTS

Tender documents will be sent via email to those who attended the tender briefing. The file will contain an electronic copy of the tender document in WORD format and Bill of Quantities in EXCEL format. The documents within the folder must be printed after it has been completed with all the relevant supporting documents, bound and submitted or via USB by means of a scanned copy of the tender document, fully priced Bill of Quantities and all returnable schedules.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender. Such tenders received, shall be declared non-responsive.

CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS

The tender and supporting documents shall be sealed in an envelope and clearly marked:
