SNA CIVIL AND STRUCTURAL ENGINEERS (PTY)LTD invites tenders from experienced EME/QSE subcontractors for Contract SANRAL X.003-054-2019/1 THE SLOPE STABILISATION ON NATIONAL ROUTE 10 SECTION 4: WITKRANS NEK CUTTING, REGIONAL ROUTE 63 SECTION 7: OUBERG PASS CUTTING, AND REGIONAL ROUTE 390 SECTION 1: CRADOCK CUTTING by The South African National Roads Agency SOC Limited (SANRAL). This project is in the province of the Eastern Cape and in the Nxuba Yethemba Local Municipal area.
Preferences are offered to prospective tenderers from the targeted area, namely the Nxuba Yethemba Local Municipalities and based outside the province but in RSA as well as the CIDB grades and classes indicated for each subcontract package. This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:

Only tenderers who are registered on the National Treasury Central Supplier Database at the closing date for tender submissions and who comply with the definition of a Targeted Enterprise under clause C.2.1.1 and are at least 51% Black owned and who is an EME or QSE or cooperative, are eligible to tender.
Only tenderers that meet all the eligibility criteria under clause C.2.1.1 of the Tender Data will be considered.
Only tenderers who meet the minimum functionality score as stated in clause C.3.11 will be evaluated further on price and preference.
It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table below:

The tenderers attention is drawn to clause C.3.11 of the Tender Data for the work package when submitting their tender.
Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted.
Only locally produced or locally manufactured products and components for construction will be considered.
Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

TENDERERS’ BRIEFING
A compulsory tender clarification briefing session(s) with representatives of the Client and Engineer will take place on Friday, 17 July 2026 at 10:00am via MS Teams FOR THE ROAD MARKING CD PROJECT.
Tenderers must submit, via email (dougall.d@sna.co.za), the duly completed Form A1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.
Tenders from tenderers who link to MS Teams late at the clarification briefing session will not be allowed, and their submissions shall be declared non-responsive. A tenderer’s representative cannot represent more than one tenderer at the clarification briefing session.
COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is as follows:

Only tender offers submitted by email (before the 11h00, 22 July 2026) and or Hardcopy delivered to the address specified in the Tender Data will be accepted.
Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
Tenders may only be submitted in the format as stated in the Tender Data.
