SUBCONTRACT PACKAGE SC16: PAVEMENT MAINTENANCE SANRAL CONTRACT R.072 014 2019/1

QTC Civils (Pty) Ltd invites suitably qualified 6SB or 6CE EME/QSE subcontractors to tender for Subcontract Package SC16: Pavement Maintenance under SANRAL Contract R.072 014 2019/1.

Preference will be given to 6SB contractors due to their established asphalt capability. 6CE contractors will only be considered if they can demonstrate extensive experience in asphalt milling, asphalt paving, and pavement layer reconstruction.

Priority will be given to experienced contractors from the local municipalities, provided they meet the specified criteria.

The scope of work falls under M1000 Pavement Maintenance, including milling, asphalt paving using an asphalt paver for areas larger than 50 m², surface texture treatment, crack sealing, and traffic accommodation. All work must comply with SANRAL standards.

The project is located within the Sarah Baartman and Amathole District Municipalities along National Route R72, from Section 1 km 0.00 to Section 4 km 9.90, between Nanaga and the Keiskamma River.

Market research indicates limited capacity in the Sundays River Valley, Ndlambe, and Ngqushwa Local Municipalities, and stronger capacity in the Sarah Baartman, Amathole, Buffalo City, Nelson Mandela Bay, OR Tambo, and Chris Hani Districts.

Tenders will be evaluated on Functionality, followed by Price and Preference. The anticipated duration of the subcontract is approximately three months. The subcontract is subject to CIDB Regulation 25(1B).

Only tenderers that satisfy all eligibility criteria set out in the Tender Data will be considered. Eligibility is limited to tenderers that:

•           Are at least 51% Black owned

•           Qualify as an EME or QSE

•           Are registered and active on the CIDB in the required grade and class designation

•           Are registered on the National Treasury Central Supplier Database (CSD)

•           Are B BBEE Level 1 or 2 contributors

An award will only be made to preferred tenderers that are COID compliant and Tax compliant.

Tenderers must achieve the minimum functionality threshold of 75 points to proceed to price and preference evaluation.

Note to Tenderers

Tenderers must submit the duly completed Form A1.1 – Certificate of Intention to Submit a Tender via email to clivej@qtccivils.co.za within seven (7) days from the tender advertisement date. Failure to submit this certificate will result in non-receipt of addenda and may render the tender non-responsive.

A compulsory information briefing session will be held at Ndlambe Municipality, Memorial Hall, Causeway, Port Alfred, on Wednesday, 9 September 2026 at 11:00. Tenderers must attend and meet the Contractor. Latecomers will be denied entry and will not be permitted to submit a tender.

Electronic Tender documents will be issued at the briefing and copied to a USB flash drive supplied by the tenderer. Tenderers must print, bind, and complete only the files in the “Returnable Document” folder and attach all required supporting documents.

Tenderers must be represented at the briefing by the tenderer or an authorised employee in their direct employment.

The completed tender and supporting documents shall be sealed in an envelope clearly marked:

“Subcontract NRA R.072 014 2019/1 – SC16 for Pavement Maintenance”

and delivered by hand to the QTC Civils Site Office, 54 Albany Road, Port Alfred, between 09:00 and 16:00, and no later than 12:00 on Wednesday, 23 September 2026.

Telephonic, telegraphic, telex, facsimile, emailed or electronic submissions will not be accepted.

All tender documentation must reach the stipulated address no later than 12:00 on Wednesday, 23 September 2026.
