TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

The South African National Roads Agency SOC Limited (SANRAL) on behalf of Engineering Advice
and Services (Pty) Ltd invites suitably experienced Social Facilitation practitioners for undertaking the
requisite functions for the design and construction implementation stages for various bridge repair
projects in the Eastern Cape.
The services envisaged under this appointment will be on an as-needed basis and relates to, but is not
limited to, Social Facilitation Services. The contract duration for the services will be for a period of
approximately 36 months with effect from the date of appointment.
Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.
The tenderers will be evaluated on functionality (Qualifications and Relevant Past Experience) criteria
with a minimum threshold of 60%, as well as price and preference points. The highest ranked tenders
will then be shortlisted for interviews, which will form the final part of the evaluation process for the
recommendation of award.
Only those tenderers who satisfy the following criteria are eligible to submit tenders:
(a) Companies that are registered on the National Treasury Central Supplier Database with the
registration address specifically in the Eastern Cape.
(b) Tenderers that have a B-BBEE contributor status level of 1 or 2, and who are an EME or QSE.
(c) Meet the minimum requirements for the key persons as stated in the Scope of Works

Tender documents are available from 18 September 2026 at no cost, in electronic format from the

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a
Tender within seven (7) days from the tender advertisement date to Mr Marcus Niemand who may be

Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued
information and may result in the tenderer being non-responsive, if “any material amendment/s”
contained in the addenda or additional information is not included in the tender offer/submission.
TENDERER’S MEETING
A non-compulsory clarification briefing meeting will be held via a virtual platform on 29 September 2026
at 12h00 where the project will be presented. A link to the clarification briefing meeting will be sent to
tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1).
