CONTRACT SANRAL N.002-110-2024/2F-SF: FOR CONSULTING ENGINEERING SERVICES FOR SPECIAL MAINTENANCE OF N2 SECTION 11 FROM SOUTWERKE (KM 50.7) TO COLCHESTER (KM 68.0)

T1.1  TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

CLOSING DATE:     22 OCTOBER 2026 (AT 11:00)

The South African National Roads Agency SOC Limited (SANRAL), on behalf of DNMZ Consulting Engineers, invites suitably experienced social facilitation practitioners to undertake the requisite functions during the design and construction implementation stages of the special maintenance of the National Route N2 between Soutwerke (km 50.7) and Colchester (km 68.0).

This project is in the province of the Eastern Cape and in the Nelson Mandela Bay Metropolitan Municipality. The project will have an estimated design period of 19 months and an estimated construction period of 14 months including a mobilization of 3 months, commencing January 2027.

Preferences are offered to tenderers who comply with the criteria stated in the tender Data.

The tenderers will be evaluated on functionality (Relevant Past Experience) criteria with a minimum threshold of 60%.

Only those tenderers who satisfy the following criteria are eligible to submit tenders:

1. Companies that are registered on the National Treasury Central Supplier Database with the registration address specifically in the Nelson Mandela Bay Metropolitan Municipality.
2. Only tenderers who are registered on the National Treasury Central Supplier Database as stated in the Tender Data C.2.1.1, are eligible to tender.
3. Meet the minimum requirements for the key persons as stated in the Scope of Works.

TENDER DOCUMENTS

Tender documents are available from 01 October 2026 at no cost, in electronic format from the SANRAL website.

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender within seven (7) days (08 October 2026) from the tender advertisement date to Mr Viwe Mlomzale who may be reached only by e-mail at mlomzalev@nra.co.za.  

Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

Tender documents will be issued in electronic format in a return email and tenderers must have access to Microsoft © Word 2007 and Excel 2007 and Acrobat Adobe © 9.0 or similar compatible software.

TENDERER’S MEETING

No compulsory tender clarification meeting will be applicable to this tender.

COMPLETION AND DELIVERY OF TENDERS

The closing time and date for receipt of tenders is 11:00 on 22 October 2026  

Only tender offers submitted as specified in the Tender Data will be accepted.
