INTRODUCTION
Background

 

ACS/TJEKA JV, as the Main Contractor, is required by SANRAL (South African National Roads Agency SOC Limited) to provide opportunities for SMME Training Service Providers. Accordingly, this Request for information, sets out the intended training courses to achieve training needs and stay within the provision made.

Objectives of Training Plan

Skills Development forms an integral part of the Employer’s Transformation Policy. The objectives of the training are as follows:
a) To equip SMME’s with skills to improve their ability to secure future subcontracting opportunities.
b) To procure CETA accredited Training Service Providers that will implement the theoretical training component and ensure that the service providers are accredited and in their employment have Practitioners and Assessors who are registered with the Construction Education Training Authority (CETA). The intent is to provide the opportunity, not only to the usual service providers, but also to the local training service providers that fall within the Target Area.

Training Requirements

Purpose of the Training and Skills Development Programme(s)
Skills development forms an integral part of the Employer’s Transformation Policy hence, it is important to the Employer that SMME’s be equipped with skills that can be used to gain meaningful future employment and secure subcontracting opportunities.
It is, therefore, a requirement of this Contract that ACS/TJEKA JV provide adequate training, to SMME’s to ensure skills development within the Construction Industry.


The Training Service Provider
While the JV’s Co-Ordinator’s will manage the sourcing of SMME Enterprises for the training, the JV has to subcontract Training Service Providers to implement the training components of the programme by applying the Employer’s Supply Chain Management Policy for second tier procurement.

Accreditation of the Training Service Provider
The Training Service Provider entity is required to be CETA accredited, and have in its employment Practitioners and Assessors who are registered against the qualification National Certificate: Construction Contracting – SAQA ID 20813, with the Construction Education Training Authority (CETA). Proof of accreditation and registration shall be current and valid, and list the NQF levels and Unit Standards for which the entity and its staff are accredited.

Qualifications and Experience of the Training Service Provider
The training and competency levels required of the Training Service Provider and his staff are outlined in the table below:

The training Service provider must have in its employ at least one (1) accredited facilitator and assessor with 5 years’ experience in facilitation and assessment in the following qualification:
National Certificate: Construction Contracting NQF 2 – I.D. 20813.
