SUBCONTRACT NO. T&BB-CPG N.003-023-2019/9 WP 18 _ WIDENING EXISTING RCL9 ACCESS ROAD TO ALLOW TWO-WAY TRUCK TRAFFIC

UNDER CONTRACT SANRAL N.003-023-2019/9 FOR THE PROVISION OF CRUSHED AGGREGATE FROM THE RCL 9 QUARRY FOR THE UPGRADE OF NATIONAL ROUTE 3, SECTIONS 2 AND 3

T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)

TRENCH AND BULK BLASTING (PTY) LTD invites tenders from experienced EME/QSE subcontractors for the Construction of Work Packages as detailed below for THE PROVISION OF CRUSHED AGGREGATE FROM THE RCL 9 QUARRY FOR THE UPGRADE OF NATIONAL ROUTE 3, SECTIONS 2 AND 3 endorsed by The South African National Roads Agency SOC Limited (SANRAL). This project is in the province of KwaZulu Natal in the district municipality of uMgungundlovu and local municipality of Mkhambathini. The approximate duration is two (2) months for this work package.

Only tenderers who comply with the definition of a Targeted Enterprise under clause 4.1.1 and are at least 51% Black owned and who is an EME or QSE or a cooperative, are eligible to tender.

Only tenderers who meet the minimum functionality score as stated in clause 5.11.1 will be evaluated further on price and preference.

It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table below:

The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted.

Only locally produced or locally manufactured goods with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

Only one subcontract package shall be awarded to an individual entity at any one time for this project, meaning that a Targeted Enterprise may be awarded a work package and on conclusion thereof may be awarded a subsequent work package, but more than one work package may not be awarded simultaneously for this project.

TENDERERS’ BRIEFING AND TRAINING

A compulsory tender clarification briefing and training session(s) with representatives of the Contractor and Engineer will take place at 11:00 am on 2nd December 2022 at RCL9 site camp in Camperdown Prospective tenderers must pre-book for the clarification briefing and training session, due to venue size limitations. A request for a clarification briefing and training session date and time is to be sent via email to Shane@lionbee.co.za by the 30th November 2022 at 17:00. Tenders from tenderers who arrived late at the clarification briefing session will not be allowed, and their submissions shall be declared non-responsive.

A tenderer’s representative cannot represent more than one tenderer at the clarification briefing session

COMPLETION AND DELIVERY OF TENDERS

The closing time for receipt of tenders is 12:00 pm on 12th of December 2022 and the tender opening will be held at RCL9 site office on 12th December 2022.

Telegraphic, telephonic, telex, email, facsimile, late tenders, and submissions from tenderers who arrived late at the tender clarification meeting will not be accepted.

Tender documents to be deposited into the tender box situated at the RCL9 site office which is situated on the remainder of portion 187 (of 172) of the farm Vaalkop and Dadelfontein No, 885 and the geographical central point of the RCL9 Quarry is 29°42'3.16"S and 30°29'56.29"E
