T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)
VEA ROAD MAINTENANCE AND CIVILS invites tenders from experienced EME/QSE subcontractors for Contract NRA X.002 – 066 – 2018/1 FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROAD R511 SECTION 2 & 3 FROM GAUTENG BORDER TO LIMPOPO BORDER, R512 SECTION 2 & 3 FROM GAUTENG BORDER TO BRITS AND N4 SECTION 12 FROM R512 TO N4
On behalf of VEA ROAD MAINTENANCE AND CIVILS in accordance with the requirements of the South African National Roads Agency SOC Ltd (SANRAL). This project is in the municipal area of Madibeng Local Municipality and within the North-West Province for 3 – 4 CE contractors.
Subcontractors are required for the following subcontracts:

The approximate duration is 28 months. CIDB Regulation 25 (1B) will be applicable to this contract for 3 – 5 CE’s.


Only tenderers who are at least 51% Black owned, who is an EME/EME start up or QSE and meet the definition of a Targeted Enterprise as defined in C3.2.2.5 are eligible to tender.


Only tenderers that meet all the eligibility criteria under clause 4.1.1 of the Tender Data will be considered.


Only tenderers who meet the minimum functionality score as stated in clause 5.11.9 will be evaluated further on price and reference.


It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table above:

The tender’s attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will be accepted.

Only locally produced or locally manufactured products and components for construction with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.
Preference is offered to tenderers who comply with the criteria stated in the Tender Data.


A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.

T1.2 SUBCONTRACT TENDER DOCUMENTS
Tender documents are available at no cost in electronic format on CD. Tenderers must have access to Microsoft © 2013 and Adobe Acrobat 9.0, or similar software.
The physical address for collection of tender documents is the VEA ROAD MAINTENANCE & CIVILS (PTY) LTD Office, 40 Ludorf street , Brits where tender documents may be collected from 15 - 22 July 2021 during the hours 09:00 to 16:00 (Monday to Thursday, excluding weekends). Tenderers are to schedule an appointment for the collection of documents by contacting, norman.wilken@vearoad1.co.za
Tenderers must submit via email norman.wilken@vearoad1.co.za, the duly completed Form A1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.
Please be advised that the routes will not be travelled and that it will be the responsibility of each tenderer to acquaint themselves with the routes and its condition.

T1.3 TENDER’S BRIEFING
A pre-recorded video and presentation of the tenderer’s briefing will be made available to the tenderer from the 22 July 2021 from 09:00am to 15:00pm and subcontractors are advised to use the following link www.vearoadnw.com. It is compulsory that the tenderer familiarize themselves with the contents of the video.


Tenderers are to schedule an appointment for the collection and/or viewing of documents by contacting norman.wilken@vearoad1.co.za,. Tenders from Late arrivals will not be allowed, and their submissions shall be declared non-responsive.


T1.4 CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS

All tenders are to be submitted at the address stated above and the closing time for receipt of tenders is 10:00 on 29 July 2021.
Late submissions will not be accepted.


Tenders may only be submitted in the format as stated in the Tender Data.
Requirements for addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
