TENDER NOTICE

Roadspan Surfaces invites training service providers to a tender briefing session for SUBCONTRACT

SANRAL R.063-120-2017/1 FOR THE SPECIAL MAINTENANCE ON NATIONAL ROUTE R63

SECTION 12 FROM N10 (KM 0.0) TO BEDFORD (KM 20.7) on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of Eastern Cape and in the district municipalities of Sarah Baartman and Amathole.

Preferences are offered to prospective tenderers from the targeted area, namely the Sarah Baartman and Amathole district Municipalities, as well as Entities accredited by the relevant Sector Education and Training Authority (SETA).  This tender will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

  1. B-BBEE Level 1 or 2 contributor.
  2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
  3. Registered on Companies and Intellectual Property Commission (CIPC)
  4. Registered on the National Treasury Central Supplier Database (CSD). 
  5. The Training Service Provider entity shall be accredited by the relevant Sector Education and Training Authority (SETA), and have in its employ Practitioners, Assessors and Moderators whom are registered, with the Construction Education Training Authority (CETA). Proof of accreditation and registration shall be current, valid and list the NQF levels and Unit Standards for which the entity and its staff are accredited.  

An award will only be made to preferred Tenderers that are:  

  1. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and g) Tax Compliant

Note to Tenderers:

  1. Roadspan will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
  2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

A compulsory information briefing meeting and a training session will take place at Madiba Hall, Cookhouse on Friday 14 May 2023 where prospective Tenderers shall meet the Contractor.    

Tender documents will be made available at the information briefing in the form of a paper copy.  Only the “Returnable Documents” that will be provided must be bound and completed with all the relevant supporting documents.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed non-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

SUBCONTRACT SANRAL R.063-120-2017/1 for Provision of training services and shall be delivered by hand to Roadspan site Office, 167 Somerset Street, Bedford between the hours 08:00 to 17:00, except on closing day. 

Note:  Telephonic, telegraphic, telex, facsimile, e-mailed or electronic applications will not be accepted. 

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 11h00 on Thursday 27 May 2023.
