SUB-CONTRACTS FOR THE UPGRADING OF NATIONAL ROUTE R336 BETWEEN ADDO AND KIRKWOOD: PHASE1 (KM 16.75) TO (KM 30.5) 

TENDER NOTICE  

                                                       CLOSING DATE: 16 May 2023 @ 12H00

Roadmac Surfacing Cape (PTY) Ltd invites experienced EME and QSE Sub-Contractors to a tender briefing session for various subcontracts listed above for the FOR THE UPGRADING OF NATIONAL ROUTE R336 BETWEEN ADDO AND KIRKWOOD: PHASE1 (KM 16.75) TO (KM 30.5) on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of the Eastern Cape and in the district municipality of Sarah Baartman and in the local municipality of Sundays River Valley.

Preferences are offered to prospective tenderers from the targeted area, namely the Sundays River Valley Local Municipality, as well as the CIDB grades and classes indicated for each sub-contract package. This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:

  1. B-BBEE Level 1 or 2 contributors.
  2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
  3. Registered on the National Treasury Central Supplier Database (CSD).
  4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation (where applicable).

An award will only be made to preferred Tenderers that are:

  1. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and f) Tax Compliant.

Note to Tenderers:

  1. Roadmac Surfacing Cape Pty Ltd. will reserve the right to negotiate feasible rates with the preferred tenderers if necessary and to limit the value of sub-contracts to the available funding.
  2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontractor will be let per preferred Tenderer at any one time for this project. Tenderers who have previously been awarded sub-contracts on this project will not qualify for new awards.
  3. Interested parties must email the details of 1 (one) representative to the stipulated email address below. Details are to include:
    1. Company Name,

    6. The package(s) of interest  

The above-mentioned information is required to share the Standard Operating Procedures for the Information Briefing Meeting and must be submitted before 02 May 2023 at 12:00. Such information will also be utilized as preapproval for admission into the Information Briefing Meeting venue and those parties who do not submit the requested information will be deemed non-responsive and their tenders will not be evaluated further if submitted. This will be a compulsory briefing session.

  1. Physical submission of tenders is compulsory

A compulsory Information Briefing Meeting will take place on the 04th of May 2023 at 09:00, Bergsig Community Hall, Kirkwood (Co-ordinates: -33.388792000923374, 25.450173154588402) on the dates that will be communicated via email to the interested parties. A roster with specific dates and times will be emailed to tenderers who respond with the above requested information for the Information Briefing Meeting. A date for the session will be communicated to all prospective Tenderers. The roster will be at the entrance of the venue and tenderers are advised to be punctual in the groups they appear on the roster. Tenderers are to present Identity Documentation as confirmation for entrance into the venue. Tender documents will be emailed to respondents with an extract of only the returnable documents.  Only the documents named “Returnable Document” must be printed, bound and completed with all the relevant supporting documents attached.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

Late arrivals to the Information Briefing Meeting in the respective groups as will be communicated, will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed non-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

“Sub-Contract CONTRACT SANRAL R336-010-2016/1/WP8-25 Concrete Lined Drains, Guardrails, Finishing the Road Reserve & Steel Fixing Supply” Package and shall be delivered by hand to Bergsig

Community hall, Kirkwood during the period that will be communicated at the respective Information Briefing Meeting and indicated in the respective Information Briefing Meeting Presentation.

Note:  Telephonic, telegraphic, telex, facsimile, e-mailed or electronic application will not be accepted.   

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 12H00 on 16 May 2023.
