T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)

LICHENRY / JOB SA JV invites tenders from experienced EME/QSE subcontractors for Contract 
SANRAL N.007-070-2020/1SC-WP4 for the Ancillary Works at Garies endorsed by The South 
African National Roads Agency SOC Limited (SANRAL). This project is in the province of 
Northern Cape and in the Kamiesberg Local Municipality in Namakwa District Municipality. 

Subcontractors are required for the following subcontracts: 
N.007-070-2020/SC-WP4: for Ancillary Works at Garies 

The approximate duration is 3. months. 

Only tenderers who comply with the definition of a Targeted Enterprise under clause 4.1.1 and are at 
least 51% Black owned and who is an EME or QSE or cooperative, are eligible to tender. 

Only tenderers that meet all the eligibility criteria under clause 4.1.1 of the Tender Data will be 
considered. 

Only tenderers who meet the minimum functionality score as stated in clause 5.11.9 will be evaluated 
further on price and preference 

It is estimated that tenderers should have a CIDB contractor grading designation of 2CE or higher, 
however tenderers attention is drawn to clause 4.1.1 of the Tender Data when submitting their tender. 

It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the 
table below:

The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will not be accepted.

Only locally produced or locally manufactured products and components for construction will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

TENDERERS’ BRIEFING AND TRAINING

A tender clarification briefing presentation and training presentation are available to be downloaded via e-mail. A non-compulsory clarification briefing meeting will be held via a virtual platform on Wednesday, 08 December 2021 at 10h00 where the project will be presented. A link to the clarification briefing meeting will be sent to tenderers. Prospective tenderers may send a request for a link to the clarification briefing and training documents to the following address henryh@lichenry.com

A tenderer’s representative cannot represent more than one tenderer at the clarification briefing session.

COMPLETION AND DELIVERY OF TENDERS

The closing time for receipt of tenders is 10:00 on 15 December 2021
