Damians Contractors Civil invites experienced EME and QSE sub-contractors to a tender briefing session for Contract X.003-037-2019/FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE N9 SECTION 5 KM 0.0 TO SECTION 6 KM 62.97, R61 SECTION 2 KM 0.0 TO KM 17.25, R63 SECTION 6 KM 40.20 TO SECTION 8 KM 20.25 on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of the Eastern Cape and in the District Municipality of Sarah Baartman.

The approximate duration is 14 months for 1CE/2CE and 14 months for 3CE to 4CE CIDB Regulation 25 (1B) will be applicable to this contract. 

Only tenderers who are at least 51% Black owned, who is an EME/EME start up or QSE and meet the definition of a Targeted Enterprise as defined in C3.2.2.5 are eligible to tender.   

Only tenderers that meet all the eligibility criteria under clause 4.1.1 of the Tender Data will be considered.

Only tenderers who meet the minimum functionality score as stated in clause 5.11.9 will be evaluated further on price and preference.   

The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will be accepted.  

Only locally produced or locally manufactured products and components for construction with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.  

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.  

SUBCONTRACT TENDER DOCUMENTS

Tender documents will be available After the Compulsory Tender Briefing Session at no cost in electronic format, by sending a request via email to njabu.cut@gmail.com  

Please be advised that the route will not be traveled and that it will be the responsibility of each tenderer to acquaint themselves with the route and its condition.  

TENDERERS’ BRIEFING

 Note to Tenderers:

  1. Damians Contractors Civil will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
  2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

A compulsory information briefing meeting and a training session will take place at the Alexander Laing Hall (18 Springbok Street) in, Kroonvale Graaff-Reinet on 25 JULY 2023. For CIDB Grade 1 to 2CE at 10:00 am, and for CIDB Grade 3 to 4CE from 12:00 pm 

Tenderers to attend compulsory meeting and sign A1 Form.

. Tenders from Late arrivals will not be allowed, and their submissions shall be declared non-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

 CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS

The closing time for receipt of tenders is at 10:00 am on 10th August 2023 Tenders may only be submitted in the format as stated in the Tender Data.
