TENDER NOTICE

CLOSING DATE: 22 AUGUST 2023

Damians Contractors Civil invites experienced EME and QSE sub-contractors to a tender briefing session for Contract: X.003-037-2019/1 for the SUB-CONTRACTS CONTRACT SANRAL. X.003-040-2019/1 FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE N10 SECTION 3 KM 37.62 TO KM 81.59, R61 SECTION 2 KM 17.25 TO SECTION 3 KM 41.48 AND R390 SECTION 1 KM 0.0 TO SECTION 2 KM 23.56. on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of the Eastern Cape and in the District Municipality of Chris Hani.

Sub-contractors are required for the following subcontract packages:

• The approximate duration is 14 months for 1CE to 2CE and 14 Months for 3CE to 4CE CIDB Regulation 25 (1B) will be applicable to this contract.
• Only tenderers who are at least 51% Black owned, who is an EME/EME start up or QSE and meet the definition of a Targeted Enterprise as defined in C3.2.2.5 are eligible to tender.
• Only tenderers that meet all the eligibility criteria under clause 4.1.1 of the Tender Data will be considered.
• Only tenderers who meet the minimum functionality score as stated in clause 5.11.9 will be evaluated further on price and preference.
• The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will be accepted.

Only locally produced or locally manufactured products and components for construction with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.

SUBCONTRACT TENDER DOCUMENTS

Please be advised that the route will not be traveled and that it will be the responsibility of each tenderer to acquaint themselves with the route and its condition.

TENDERERS’ BRIEFING

Note to Tenderers:

1. Damians Contractors Civil will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

A compulsory information briefing meeting and a training session will take place at Cradock Town Hall, No.1 J.A. Calata Street, Cradock on 04 AUGUST 2023 at 10:00 am for CIDB Grade 1CE to 2CE and 12:00 pm For 3CE CIDB 3 to 4CE where prospective Tenderers shall meet the Contractor.

Tenderers to attend compulsory meeting and sign A1 form.

Tenderers are to schedule an appointment for the collection and/or viewing of documents by contacting aldensparks7@gmail.com. Tenders from Late arrivals will not be allowed, and their submissions shall be declared non-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS

• The closing time for receipt of tenders is 10:00 am on 22 AUGUST 2023.
• Tenders may only be submitted in the format as stated in the Tender Data.
