THE REHABILITATION OF NATIONAL ROUTE 2 SECTION 20 FROM MOUNT FRERE (KM 0.0) TO NGCWELENI RIVER (KM 39.4) TENDER NOTICE 

RUMDEL Construction invites experienced EME and QSE sub-contractors to a tender briefing session for Contract N.002-200-2011/1for for the CONSTRUCTION OF THE REHABILITATION OF NATIONAL ROUTE 2 SECTION 20 FROM MOUNT FRERE (KM 0.0) TO NGCWELENI RIVER (KM 39.4) on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of the Eastern Cape and in the Umzimvubu and Ntabankulu Municipality.

Preferences are offered to prospective tenderers from the targeted areas, namely the Umzimvubu, Ntabankulu and Alfred Nzo Municipality and the province of the Eastern Cape.

These tenders will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

1. Valid B-BBEE Certificate.
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
3. Registered on the National Treasury Central Supplier Database (CSD). 

An award will only be made to preferred Tenderers that are:

4. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
5.  Tax Compliant.
6. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation (where applicable).

Note: The Tenderer should not be a member of the PLC, or an employee of or affiliated to any Municipal or Government Department.

Note to Tenderers:

1. RUMDEL Construction (Cape) (Pty) Ltd will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

A compulsory information briefing meeting and a training session will take place at Tapi River Lodge Mount Frere N2 (Please refer to Table 1 for dates and the packages that the tenderer is interested to tender for) where prospective tenderers shall meet the Contractor.

Please Note: No late comers will be allowed in the tender briefing. 

Tender documents will be made available once email addresses are provided by the tenderer and will be sent via email. Tenderers need to acknowledge receipt of tender document within two days of information briefing. Only the documents within the folder named “Returnable Document” must be printed, bound, and completed with all the relevant supporting documents attached.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

 (the name of work package and number) and shall be delivered by hand to RUMDEL offices, at Tapi River Lodge Mount Frere N2. Ensure document is submitted in the tender boxes by the Security Gate.

The Tender Documentation for the packages in this Tender Notice shall reach the stipulated address no later than 13H00 on the specific closing dates written on the Table 1 above.
