Damians Contractors Civil invites experienced EME and QSE sub-contractors to a tender briefing session for Contract X.009-049-2019/1  for the SUBCONTRACTS CONTRACT SANRAL  X.003-049-2019/1 FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTES R63 SECTION 14 KM (0.0 TO 58.56), R63 SECTION 15 KM (0.47 TO 28.51), N2 SECTIION 14 KM (0.0) TO (65.76) AND N6 SECTION 1 KM (50.38) TO SECTION 3 (KM 8.04) on behalf of the South African National Roads Agency SOC Limited (SANRAL). This project is in the province of the Eastern Cape, and falls within the Ngqushwa, Raymond Mhlaba and Amahlati local municipalities, Buffalo City Metro Municipality and within Amathole District Municipality.

Preferences are offered to prospective tenderers from the targeted area, namely the Buffalo City Metro Municipality, Amahlati Local Municipality, Raymond Mhlaba Local Municipality and Ngqushwa Local Municipality as well as the CIDB grades and classes indicated for each sub-contract package. This tender will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

  1. B-BBEE Level 1 or 2 contributor.
  2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
  3. Registered on the National Treasury Central Supplier Database (CSD).
  4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation.

An award will only be made to preferred Tenderers that are:

  1. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
  2. Tax Compliant.

The approximate duration is 15 Months with no possibility of extension for both 1 to 2CE and 3 to 4CE Contractors.

Only tenderers who are at least 51% Black owned, who is an EME start up or QSE and meet the definition Targeted Enterprise as defined in C3.2.2.5 are eligible to tender.

Only tenderers that meet all eligibility criteria under clause 4.1.1 of the tender data will be considered.

Only tenderers who meet the minimum functionality score as stated in clause 5.11.9 will be evaluated for further on price and preference.

It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table below.

The tenderers attention is drawn to clause 4.1.1 of the Tenderers Data for each work package when submitting their tender.

Only local produced or locally manufactured products and components for construction with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.

Preference is offered to tenderers who comply with the criteria in the Tender Data.

A tenderer’s representative cannot representative cannot represent more than one tenderer at the compulsory meeting. 

SUBCONTRACT TENDER DOCUMENTS

Tender documents are available at no cost in electronic format on CD at the Clarification Meeting. Tenderers must have access to Microsoft Word © 2013 and Acrobat Adobe © 9.0, or similar compatible software. Tenderers must RSVP, via email (kockrd.damians@gmail.com) of their intention to attend the tender briefing meeting by NO LATER THAN 16:00 on 17 March 2022. Failure to RSVP will result in the tenderer being non-Responsive. Tender Documents will be available at tender meeting.

Please be advised that the route will not be traveled and that will be the responsibility of each tenderer to acquaint themselves with the route and its condition.

TENDER BRIEFING

A compulsory tender clarification briefing sessions with representatives of the PROJECT MANAGEMENT TEAM will take place at the War Memorial Hall in King William’s Town (next to public swimming pool) on 22 March 2022. For Grade 1 to 2 CE, First Session at 10:00 am, and Second Session for Grade 1 to 2 CE at 14:00 pm.

For CIDB 3 to 4 CE tender clarification briefing session will take place on 23 March 2022 at 10:00 am at the same venue.

Tenderers to attend compulsory meeting and sign A1 form.

Tenders submitted from late arrivals will not be allowed, and their submissions shall be declared no-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

Closing Time for Receipt of tenders is 12:00 on 5 April 2022
