Civils 2000 Pty (Ltd) invites experienced EME and QSE Sub-contractors / Suppliers to a tender briefing session for Contract N.001-010-2019/4 for the PERIODIC MAINTENANCE (RESURFACING) OF NATIONAL ROUTE 1 SECTION 1 BETWEEN KOELENHOF (KM 33.00) AND MARKET STREET (KM 55.15) on behalf of the South African National Roads Agency SOC Limited (SANRAL). This project is in the province of the Western Cape and in the District Municipality of Cape Winelands and City of Cape Town and, the Drakenstein Local Municipality.
Preferences are offered to prospective tenderers from the Cape Winelands District Municipality and City of Cape Town Metropolitan as well as the CIDB grades and classes indicated for each sub-contract package (where applicable). This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:
- B-BBEE contributor which is at least 51% owned by black person(s).
- Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
- Registered on the National Treasury Central Supplier Database (CSD).
- Obtained a CIDB grading
An award will only be made to preferred Tenderers that are:
- Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
- Tax Compliant.
Sub-contractors / Suppliers are required for the following subcontracts:
- Package 1 (10h00)
6 x Kerb & Channel Construction
(CIDB 1CE – Max Value – R 500,000)
- Package 2 (11h00)
2 x Guardrails Installation
(CIDB 3CE – Max Value – R 3,000,000)
- Package 3 (12h00)
1 x Roadmarking
(CIDB 4SK – Max Value R 6,000,000)
Note to Tenderers:
- Civils 2000 Pty (Ltd) will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
- Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.
A compulsory information briefing meeting and a training session will take place at De Poort Museum, Turk Street, Southern Paarl on 27 September 2023 starting at 10:00 am where prospective Tenderers shall meet the Contractor.
Locality of Tender Briefing:
Physical Tender documents will be made available at the tender briefing if requested by tendered prior to the meeting. Otherwise, tender documents are available at no cost in electronic format. Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe ©, or similar compatible software.
The physical address for collection of tender documents is Civils 2000 Site Office, Old Paarl Rd, Klapmuts, 7625, Shared building with 87 Civils Pty Ltd, where tender documents may be collected from 20 August 2023 until 10 October 2023 between the hours of 09:00 and 16:00 (except for Weekends and Public Holidays). Tenderers are to schedule an appointment for the collection of documents by emailing Koelenhof@civils2000.co.za
Upon your email request please state the following:
- Name of subcontractor / supplier company
- Name of company representative
- Contact details
- The package/s you would like to tender on (state package number/s)
Tender documents will be provided via email and the returnable documents in hard copy after request. The email will contain an electronic copy of the tender document, in PDF format. Only the documents within the folder named “Returnable Document” must be bound and completed with all the relevant supporting documents attached.
Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.
Tenders who do not collect or request tender documents through email will not be allowed to submit a tender. Such tenders received, shall be deemed non-responsive.
Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender. Such tenders received, shall be deemed non-responsive.
The tender and supporting documents shall be sealed in an envelope and clearly marked:
“Sub-Contract NRA N.001-010-2019/4 – 04 for” (relevant sub-contract name, e.g., Guardrail Package and shall be delivered by hand to Civils 2000 Site Office, Old Paarl Rd, Klapmuts, 7625, Shared building with 87 Civils Pty Ltd between the hours 09:00 to 16:00.
Tenders must note the following protocols when attending the tender briefings at De Poort Museum, Tabak Street or Civils 2000 Site Offices:
- Only 1 representative per tenderer/TE shall be allowed onto the premises
Note: Telephonic, telegraphic, telex, facsimile, e-mailed or electronic applications will not be accepted.
The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 10:00 AM on WEDNESDAY, 11 OCTOBER 2023.
