Rainbow Civils cc invites experienced EME and QSE sub-contractors to tender for the below subcontracts:

N.001-047-2022/1-SCGM1 - General Maintenance (N1- 4) 3CE PE or higher N.001-047-2022/1-SCGM2 - General Maintenance (N1- 5) 3CE PE or higher N.001-047-2022/1-SCGM3 - General Maintenance (N1- 6&7) 3CE PE or higher

For the contract SANRAL N.001-047-2022/1 ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE 1 SECTION 4 (KM 21.68) TO 7 (KM 8.27) BETWEEN CONSTABLE AND REMHOOGTE. This project is

in the Western Cape Province and within the Central Karoo District Municipality.

Preferences are offered to prospective tenderers from the targeted area, namely the Central Karoo District Municipality, with the CIDB grades of 3CE PE or higher. This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Only tenderer who meet the functionality score as stated in clause 5.11.9 in the tender data will be evaluated further on price and preference. Tenderers who satisfy the following criteria are eligible to submit tenders:

  1. Tenderers must be at least 51% black owned
  2. B-BBEE Level 1 or 2 contributor and a valid B-BBEE certificate or Sworn Affidavit must be submitted as proof.
  3. Must be an Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE) and meet the definition of a Targeted Enterprise as defined in C3.2.2.5.
  4. Must be registered on the National Treasury Central Supplier Database (CSD).
  5. Must be registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation. Only tenderers that meet the eligibility criteria under clause 4.1.1 of the Tender Data will be considered.

An award will only be made to preferred Tenderers that are:

  1. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
  2. Tax Compliant.

Note to Tenderers:

  1. Rainbow Civils Cc will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
  2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project

 

SUBCONTRACT TENDER DOCUMENTS

 

Tender documents are available at no cost in electronic format on CD and electronically via email on request. Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software.

The physical address for collection of tender documents is at the Rainbow Civils site office at, 12 Hospitaal Street, Laingsburg, 6900. Tender documents may be collected from Friday, 06 October 2023 during the hours 09:00 to 16:00 (Monday to Friday). Tenderers are to schedule an appointment for the collection of documents by contacting (N1047laingsburg@gmail.com)

Tenderers must submit, via email (N1047laingsburg@gmail.com), the duly completed Form A1.1 Certificate of Intention to Submit a Tender within four (4) days from the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

TENDER CLARIFICATION MEETING

A compulsory information briefing meeting and a training session will take place at Thusong Centre, Corner of Main and 3rd Street, Laingsburg, 6900, on Wednesday, 11 October 2023 at 09:00 AM.

Tender documents will also be made available at the information briefing in the form of a CD. The CD will contain an electronic copy of the tender document in PDF format, the returnable forms in word format and the pricing data in excel format. Only the documents within the folder named “Returnable Document” must be printed, bound, and completed with all the relevant supporting documents attached.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

A tenderer’s representative cannot represent more than one tenderer at the clarification meeting.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed non-responsive.

Please be advised that the route will not be traveled and that it will be the responsibility of each tenderer to acquaint themselves with the route and its condition.

 

CLOSING TIME AND SUBMISSION OF THE TENDERS

Only the following must be returned: Form of Offer (paper copy), All returnable schedules (paper copy), Pricing Schedule/ Bill of Quantities (paper copy) and Completed Pricing Schedule (on CD).

The documents shall be sealed in an envelope and clearly marked as stated in the Tender Data (also see in example below):
