SUB-CONTRACTS FOR THE PERIODIC MAINTENANCE (REPAIR AND RESEAL) OF NATIONAL ROUTE 8 SECTION 6 (KM 90) TO SECTION 6 (KM 135.36) BETWEEN VOLOP AND GRIEKWASTAD.

TENDER NOTICE

CLOSING DATE: Wednesday, 7 November 2023 AT 12:00

RTH JV invites experienced EME and QSE sub-contractors to a tender briefing session for Contract N.008-060-2021/3- Tender Ad: 001 for the PERIODIC MAINTENANCE (REPAIR and RESEAL) OF NATIONAL ROUTE 8 SECTION 6 (KM 90) TO SECTION 6 (KM 135.36) BETWEEN VOLOP AND GRIEKWASTAD. This project is in the province of the Northern Cape and in the district municipality of Pixley ka Seme.

Preferences are offered to prospective tenderers from the targeted area, namely the Siyancuma Local Municipality, as well as the CIDB grades and classes indicated for each sub-contract package.  These tender will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

1. B-BBEE Level 1 or 2 contributor.
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
3. Registered on the National Treasury Central Supplier Database (CSD).
4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation.

An award will only be made to preferred Tenderers that are:

1. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
2. Tax Compliant.

Sub-contractors are required for the following subcontracts:

1. Packages 1 to 4

4 x Apply textured slurry (CIDB 2CE)

2. Package 5

1 x Supply and erect new fencing (CIDB 1CE)

3. Package 6

1 x Supply and erect road signs (CIDB 1CE)

4. Package 7

1 x Supply and transport 14 mm seal stone to stockpile (CIDB 3CE) *Only the supply to Site Stockpile. Including purchase of stone.

5. Package 8

1 x Supply and spray bitumen rubber SR2 for seal operations (CIDB 5CE)

6. Package 9

1 x Supply and transport asphalt (CIDB 4CE) *Only supply to work area. Including purchase of product.

7. Package 10

1 x Cleaning of road reserve (CIDB 1CE).

Note to Tenderers:

1. RTH JV will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

A compulsory information briefing meeting and a training session will take place at Rainbow Valley Gemeenskapsaal, Griekwastad, 8365 on Tuesday, 24 October 2023 at 08H00 where prospective Tenderers shall meet the Contractor.  

Tender documents will be made available at the information briefing in the form of a USB.  The USB will contain an electronic copy of the tender document, in PDF format.  Only the documents within the folder named “Returnable Document” must be printed, bound and completed with all the relevant supporting documents attached.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed non-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

“Sub-Contract N.008-060-2021/3 – Package X for THE PERIODIC MAINTENANCE (REPAIR AND RESEAL) OF NATIONAL ROUTE 8 SECTION 6 (KM 90) TO SECTION 6 (KM 135.36) BETWEEN VOLOP AND GRIEKWASTAD” shall be delivered by hand to Rainbow Valley Gemeenskapsaal, Griekwastad, 8365 between the hours 09:00 to 16:00.

Note:  Telephonic, telegraphic, telex, facsimile applications will not be accepted.

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 12h00 on Tuesday, 7 November 2023.
