RAINBOW CIVILS invites tenders from experienced EME/QSE subcontractors for Contract SANRAL X.005-045-2022/1 ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE 7 SECTION 7 TO 8 FROM KERSBOSCH FONTEIN (KM 65.71) TO VIOOLSDRIFT (KM 116.23), NATIONAL ROUTE 14 SECTION 1 FROM SPRINGBOK (KM 0.00) TO HOLTE / HUNITES (KM 81.22), AND NATIONAL ROUTE R382 SECTION 1 TO 2 FROM STEINKOPF (KM 0.00) TO ALEXANDER BAY on behalf of Rainbow Civils in accordance with the requirements of The South African National Roads Agency SOC Limited (SANRAL). This project is in the province of Northern Cape and in the Nama Khoi and Richtersveld local municipalities.
Subcontractors are required for the following subcontracts:
Only tenderers who are at least 51% Black owned, who is an EME/EME start up or QSE and meet the definition of a Targeted Enterprise as defined in C3.2.2.5 are eligible to tender.
Only tenderers that meet all the eligibility criteria under clause 4.1.1 of the Tender Data will be considered.
Only tenderers who meet the minimum functionality score as stated in clause 5.11.9 will be evaluated further on price and preference.
It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table below

The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender.
Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, will be accepted.
Only locally produced or locally manufactured products and components for construction with a stipulated minimum threshold for local content and production as stated in the Tender Data will be considered.
Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.
A tenderer’s representative cannot represent more than one tenderer at the compulsory meeting.
SUBCONTRACT TENDER DOCUMENTS
Tender documents are available at no cost in electronic format on CD or emailed, hardcopies for 1CE TO 2 CE’s will be available at Rainbow Civils offices and in the briefing session or downloadable from the SANRAL website on the Electronic Supply Development Desk portal http://sanralesdd.co.za.Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software.
The physical address for collection of tender documents is the Rainbow Civils site office, 7 INVRY ROADSPRINGBOK INDUSTRIAL, 8240 where tender documents may be collected from MONDAY THE 11TH OF DECEMBER 2023 UNTIL 14TH OF DECEMBER 2023 (SHUTDOWN) THEN AGAIN FROM THE 9TH OF JANUARY 2024 during the hours 09:00 to 15:00 (Monday to Friday). Tenderers are to schedule an appointment for the collection of documents by contacting rainbowspringbok@gmail.com
Please be advised that the route will not be traveled and that it will be the responsibility of each tenderer to acquaint themselves with the route and its condition.
TENDERERS’ BRIEFING
A compulsory tender clarification briefing and training with representatives of the Project Management Team will take place at LIBRA HALL, LIBRA STREET, BERGSIG, SPRINGBOK, 8240 on THURSDAY the 11th OF JANUARY 2024 FROM 11H00
Tenderers must RSVP, via email rainbowspringbok@gmail.com, their Intention to attend the tender briefing NO LATER than MONDAY, 08 JANUARY 2024, so they can be allotted a slot and given the date and time for them to attend briefing. Failure to RSVP would result in the tenderer not being allotted a slot for the compulsory clarification meeting which may result in the tenderer being non-responsive.
Tenders from Late arrivals will not be allowed, and their submissions shall be declared non- responsive.
CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is 12:00 on the 29th OF JANUARY 2024 at 7 INVRY ROAD
