REQUEST FOR QUOTATIONS

CLOSING DATE:  TUESDAY, 10 MAY 2022 AT 12:00

WBHO Construction invites ACCREDITED TRAINING SERVICE PROVIDERS to submit quotations for Contract N.002-145-2012/1-01 for the IMPROVEMENT OF NATIONAL ROUTE N2 SECTIONS 14 & 15 FROM GREEN RIVER (KM 60.5) TO BUFFALO RIVER BRIDGE (km 3.2) on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of the Eastern Cape and in the Buffalo City Metropolitan Municipality.

The following shall apply to this Request for Quotations:

  • The service providers shall conduct  training for appointed CIDB Grade CE1 & CE2 contractors on the following topics

  • Training will take place within the Qonce area at venues to be provided by and paid for by the Main Contractor (WBHO). This shall include refreshments for delegates;
  • The Training Service Provider shall indicate the number of delegates at each training session and the number of training sessions to be conducted to train the envisaged number of delegates;
  • Should the envisaged number of training sessions be reduced, the Training Service Provider will only be compensated for training sessions successfully conducted;
  • Training shall be conducted in compliance with all COVID-19 protocols;
  • As part of the quotation evaluation process, the Training Service Provider will be required to conduct an online presentation, via Teams, to the Client. This presentation shall highlight the details of the training content and methodology. All costs related hereto will be for the Training Service Provider’s account;
  • The quotation amount shall include for all costs incurred by the Training Service Provider. The amount offered shall fully compensate for the cost of training, travel (including accommodation and meals), materials, printing, communicating and all other things required to conduct the specified training and to produce and distribute certificates to the successful candidates;
  • Service Providers are required to price each training package separately.

Preference will be offered to prospective Accredited Training Service Providers from the Target Area, namely Qonce area (13 Wards that fall within the Qonce area).

The Training Service Provider entity shall be accredited, and have in its employ Practitioners, Assessors and Moderators who are registered with the Construction Education Training Authority (CETA). Proof of accreditation and registration shall be current, valid and list the NQF levels and Unit Standards for which the entity and its staff are accredited.

The training and competency levels required of the Training Service Provider and its staff are provided in the table below:

These tenders will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:

  1. B-BBEE Level 1 or 2 contributor.
  2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
  3. Registered on the National Treasury Central Supplier Database (CSD).

An award will only be made to preferred Service Providers that are:

  1. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
  2. Tax Compliant.

Note: The Tenderer should not be a member of the PLC, or an employee of or affiliated to any Municipal or Government Department.

Note to Tenderers:

  1. WBHO Construction will reserve the right to negotiate feasible rates with the preferred Service Providers if necessary.

The quotation and supporting documents shall be sealed in an envelope and clearly marked:

SUB-CONTRACT TRAINING TR1 – TR4: SANRAL N.002-145-2012/1 FOR THE IMPROVEMENT OF NATIONAL ROUTE N2 SECTIONS 14 & 15 FROM GREEN RIVER (KM 60.5) TO BUFFALO RIVER BRIDGE (km 3.2) shall be delivered by hand to WBHO offices, 11 Hargreaves Ave, King Williams Town at 12:00 on Tuesday, 10 MAY 2022.

Note:  Telephonic, telegraphic, telex, facsimile, e-mailed or electronic applications will not be accepted.

The quotation in this Notice shall reach the stipulated address no later than 12h00 on Tuesday, 10 MAY 2022.
