TENDER NOTICE NO.1

CLOSING DATE:   25 April 2022

RUMDEL CONSTRUCTION (CAPE) (Pty) Ltd) invites experienced EME and QSE sub-contractors to a tender briefing session for SUBCONTRACT SANRAL CD.003-065-2022/1 for CD Project on R63 section 13 between Fort Beaufort and Alice towns. This project is in the province of the Eastern Cape and in Raymond Mhlaba Local Municipality.

Preferences are offered to prospective tenderers from the targeted area, namely Fort Beaufort & Alice as well as the classes indicated for each sub-contract package.  This tender will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

1. B-BBEE Level 1 or 2 contributor.
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
3. Registered on the National Treasury Central Supplier Database (CSD).
4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation (where applicable).

An award will only be made to preferred Tenderers that are:

4. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and

1. Tax Compliant.

Note: The Tenderer should not be a member of the PLC, or an employee of or affiliated to any Municipal or Government Department.

Note to Tenderers:

1. RUMDEL CONSTRUCTION (CAPE) (PTY) LTD will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred tenderer at any one time of this project.

Interested parties must email the details of two (2) representatives to the stipulated email address below. Details are to include Company Name, Full Name and Surname, Identity Document, Contact number, email address, and the package(s) interested in the above mentioned information is required to share the Standard Operating Procedures for the Information Briefing Meeting and Tender Submissions under COVID – 19 Lockdown conditions. Such information will also be utilized as pre-approval for admission into the information briefing venue.

A compulsory information briefing meeting will take place at Fort Beaufort Community hall (Please refer to Table 1 for the packages that the tenderer is interested to tender for) where prospective tenderers shall meet the Contractor. 

Tender documents will be made available once email addresses are provided by the tenderer and will be sent via email. Tenderers need to acknowledge receipt of tender document within two days of information briefing. Only the documents within the folder named “Returnable Document” must be printed, bound, and completed with all the relevant supporting documents attached.

Tenderers must be represented at the information briefing meeting by a representative who must be the tenderer himself or an authorized person in the direct employment of the tenderer and must comply with the Covid-19 regulations in order to be admitted in the venue.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed non-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

“SUB-CONTRACT NO: SANRAL CD.003-065-2022/1: CD PROJECT ON R63 SECTION 13 BETWEEEN FORT BEAUFORT AND ALICE TOWNS) including name and number of packages” and shall be delivered by hand to No. 8 Campbell Street, Fort Beaufort, 5720.

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 13h00 on the specific closing dates written on the Table 1 above.

Note:  Telephonic, telegraphic, telex, facsimile, emailed or electronic tender submissions will not be accepted.
