THE PROVISION OF A MAINTENANCE SERVICE ON THE LONG-TERM TRAFFIC MONITORING CONTRACT FOR TARGETED ENTERPRISES
Tender Notice

TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

The Service Provider Mikros Traffic Monitoring (Pty) Ltd (MTM) invites tenders from Targeted Enterprises for the provision of a maintenance service on the Long-Term Traffic monitoring contract in SANRAL’s Southern and Western Region.  This project is on national roads in the above SANRAL regions of South Africa.  The duration of the subcontract is from tender award up to the end of the Service Provider’s contract on 30 April 2028.

PRE-QAULIFICATION REQUIREMENTS:

  1. Only tenderers who are at least 51% Black owned, who is an EME Start-up/EME or QSE and meet the definition of a Targeted Enterprise as defined in D1.2.1 are eligible to tender.
  1. Only tenderers who comply with the functionality criteria for: Key Persons; as stated in the Tender Data, are eligible to tender.
  1. Only tenderers with at least one light delivery vehicle per maintenance team will be eligible to tender.
  1. Only tenderers who are registered on the National Treasury Central Supplier Database, are eligible to tender.

Tenderers must take note that the equipment of the Service Provider will be used in this contract.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

SUBCONTRACT TENDER DOCUMENTS

Tender documents are available at no cost in electronic format downloaded from the SANRAL’s website.

Tenderers must have access to MS Office ©2013 and Acrobat Adobe ©9.0, or similar compatible software.

Tenderers must submit, via email (enterprise.support@syntell.co.za ), the duly completed Form A1.1 Certificate of Intention to Submit a Tender prior to seven (7) days after the date of the tender advertisement.  Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

TENDERER’S CLARIFICATION

A tenderer’s clarification briefing presentation is available to be downloaded from the SANRAL website .  A compulsory clarification briefing meeting as well as tender training will be held on 1 March 2024 at 09:00 via Microsoft Teams.

A link to the clarification briefing meeting will be sent to tenderers who complete and submit a Certificate of Intention to Submit a Tender (Form A1.1).

A tenderer’s representative cannot represent more than one tenderer at the tender briefing meeting.

COMPLETION AND DELIVERY OF TENDERS

The closing time for receipt of tenders is 11h00 on 15 March 2024.

Only tender offers submitted as a printed and bound hard copy as well as submitted electronically on flash drive and delivered to the address specified in the Tender Data will be accepted.

Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
