T1.1 TENDER NOTICE AND INVITATION TO TENDER (SBD1)
CLOSING DATE (AT 11:00): Friday, 15 March 2024
The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the Community
Development Training and Construction Management under Contract Sanral N.001-040-2020/1:
Upgrading of National Route 1 Section 4 Between Monument River (km 46.0) and Doornfontein (km
63.0). This project is in the Province of the Western Cape and in the District Municipality of Central
Karoo and the local municipality of Laingsburg.. The approximate duration of the Contract is 19
months, including 3 months for the Mobilisation Period.
Only tenderers that are registered on the National Treasury Central Supplier Database at the closing
date for tender submissions as per Tender Data, clause C.2.1 (c) are eligible to tender.
There are no mandatory subcontracting requirements for e work in Pricing Schedule A (Training
and Construction Management) and Pricing Schedule C (Stakeholder and Community Liaison) to
Targeted Enterprises:
Sub-contracting of the work in Pricing Schedule B (Construction of the Works) to (Trainee) Targeted
Enterprises:
It is a requirement of this project that the successful Tenderer, irrespective of its B-BBEE contributor
level and designated sector (EME, QSE or Generic), subcontract the following percentages of the
work in Pricing Schedule B to Targeted Enterprises, as defined in the Specification Data, by the end
of the Contract:
If the tendering entity has less than 51% black ownership, a minimum of ninety percent (90%) of the
work shall be subcontracted to Targeted Enterprises.
If the tendering entity has equal to, or more than, 51% black ownership, a minimum of eighty-five
percent (85%) of the work shall be subcontracted to Targeted Enterprises.
If the tendering entity has equal to, or more than, 51% black women or black youth ownership, a
minimum of eighty percent (80%) of the work shall be subcontracted to Targeted Enterprises.
Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar
compatible software.
Tenderers must submit, via email, the duly completed Form A1.1 – Certificate of Intention to Submit
a Tender, prior to seven (7) days after date of the tender advertisement and document availability.
Failure to submit this certificate would result in the Tenderer not receiving addenda or additional
issued information and may result in the Tenderer being non-responsive.
TENDERERS’ MEETING
No tender clarification briefing meeting will be held.
