FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTE 2 SECTION 2 TO 5 BETWEEN ELGIN FOREST RESERVE (KM 18.83) AND RIETKUIL OUTSPAN (KM 26.55)

TENDER NOTICE

CLOSING DATE: Wednesday 27^th March 2024 at 10:00am

Damians Contractors Civil invites experienced EME and QSE Targeted Enterprises to a tender briefing session for Contract N.002-025-2023/1 SC1-SC6 for the Routine Road Maintenance of National Route 2 Section 2 to 5 between Elgin Forest Reserve (km 18.83) and Rietkuil Outspan (km 26.55). The project is located in the Theewaterskloof and Swellendam Local Municipalities in the Western Cape Province.

Preferences are offered to prospective tenderers from the targeted area, namely Theewaterskloof and Swellendam Local Municipalities, as well as the CIDB grades and classes indicated for each sub-contract package.  This tender will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

1. B-BBEE Level 1 or 2 contributor.
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
3. Registered on the National Treasury Central Supplier Database (CSD).
4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation.

An award will only be made to preferred Tenderers that are:

1. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
2. Tax Compliant.

Note to Tenderers:

1. Damians Contractor’s (Civil) will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

TENDER BRIEFING

Compulsory information briefing meetings and a training session will take place on:

Wednesday 13^th March 2024 as follows:

• 10h00am at the Grabouw Thusong Center, 290 Ou Kaapse Weg, Pineview, Grabouw, 7160. For CIDB 1CE to 2CE and CIDB 3CE & 4CE Contractors.
• 14h00pm at the Caledon Victoria Hall, Ian Toerien Way, Caledon, 7230. For CIDB 1CE to 2CE and CIDB 3CE & 4CE Contractors..

Thursday 14^th March 2024 as follows:

• 10h00am at Swellendam Town Hall, 49 Voortrekker Street, Swellendam, 6740. For CIDB 1CE to 2CE and CIDB 3CE & 4CE Contractors.

Where prospective Tenderers shall meet the Contractor. 

Tenderers must be represented at the information compulsory briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

SUBCONTRACT TENDER DOCUMENTS

At no cost in electronic format via e-mail to those who attended the tender briefing or downloadable from the SANRAL website on the Electronic Supply Development Desk portal https://sanralesdd.co.za on Wednesday 13^th March 2024. The file will contain an electronic copy of the tender document in PDF format and Bill of Quantities in EXCEL format.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be declared non-responsive.

CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS
