CLOSING DATE: THURSDAY, 19 MAY 2022 AT 10:00 AM

Civils 2000 Pty (Ltd) invites experienced EME and QSE Sub-contractors to a tender briefing session for Contract N.002-190-2020/2 for the GEOTECHNICAL REMEDIAL WORKS TO THE SLOPE INSTABILITY ON NATIONAL ROUTE N2 SECTION 19 BETWEEN KM72.0 AND KM73.5 on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of the Eastern Cape and in the District Municipality of OR Tambo and the Port St Johns Local Municipality. 

Preferences are offered to prospective tenderers from the targeted area, namely Ward 9, as well as the CIDB grades and classes indicated for each sub-contract package (where applicable). This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders: 

a) Registered on the National Treasury Central Supplier Database (CSD).  

b) Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation. 

An award will only be made to preferred Tenderers that are: 

c) Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and

d) Tax Compliant.

Sub-contractors are required for the following subcontracts: 

1. Package 1

1 x Concrete Road – Road 1 (CIDB 1CE) 

2. Package 2

1 x Concrete Road – Road 2 (CIDB 1CE) 

3. Package 3

1 x Concrete Road – Swazini (Section 1) (CIDB 1CE) 

4. Package 4

1 x Concrete Road – Swazini (Section 2) (CIDB 1CE) 

5. Package 5

1 x Concrete Road – Swazini (Section 3) (CIDB 1CE)

Note to Tenderers: 

a) Civils 2000 Pty (Ltd) will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.

b) Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

c) Potentially Emerging (PE) enterprises with a CIDB contractor grading designation lower than the requisite grading designation will not be permitted to bid on work packages at the following grading level.

 A compulsory information briefing meeting and a training session will take place at Qhaka Community Hall, Ward 9, Port St Johns on 12 May 2022 at 10:00 am where prospective Tenderers shall meet the Contractor. 

Tender documents are available at no cost in electronic format on CD. Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe ©, or similar compatible software. Over and above the CD, all returnable schedules will be made available in hard copy as well. 

The physical address for collection of tender documents is Civils 2000 Site Office, Erf 395, R61 Road, Tiger Flats Farm, Port St Johns, where tender documents may be collected from  10 May 2022 until 17 May 2022 between the hours of 09:00 and 16:00 (except for Sunday). Tenderers are to schedule an appointment for the collection of documents by emailing clerk.portstjohns@civils2000.co.za 

Upon your email request please state the following:

  • Name of subcontractor company
  • Name of company representative
  • Contact details
  • The package/s you would like to tender on (state package number/s)

Tender documents will be made available in the form of a CD and the returnable documents in hard copy. The CD will contain an electronic copy of the tender document, in PDF format.  Only the documents within the folder named “Returnable Document” must be bound and completed with all the relevant supporting documents attached. 

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer. 

Tenders who do not collect or request tender documents through email will not be allowed to submit a tender. Such tenders received, shall be deemed non-responsive.

Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender.  Such tenders received, shall be deemed nonresponsive. 

The tender and supporting documents shall be sealed in an envelope and clearly marked:

“Sub-Contract NRA N.002-190-2020/2 – 04 for” (relevant sub-contract name, e.g., Concrete Road – Road 1 Package) and shall be delivered by hand to Civils 2000 Site Office, Erf 395, R61 Road, Tiger Flats Farm, Port St Johns between the hours 09:00 to 16:00. 

Note:  Telephonic, telegraphic, telex, facsimile, e-mailed or electronic applications will not be accepted.

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 10:00 AM on THURSDAY, 19 MAY 2022.
