SUBCONTRACT NO. N002-020-2021/2: SC-15 FOR ROAD SIGNS
TENDER NOTICE
CLOSING DATE: THE CLOSING DATE & TIME FOR EACH SUB-CONTRACT PACKAGE TYPE WILL BE COMMUNICATED AT THE RESPECTIVE TENDER BRIEFING MEETING AND INDICATED IN THE RESPECTIVE TENDER BRIEFING PRESENTATION. ALSO LISTED ON TABLE 1.
CIVILS 2000 (PTY) LTD invites tenders from experienced EME/QSE subcontractors / suppliers for Contract SANRAL N002-020-2021/2 FOR THE PERIODIC MAINTENANCE (RESURFACING) OF NATIONAL ROUTE 2 SECTION 2 FROM HOUWHOEK PASS (km 38.0) TO CALEDON (km 67.7) by The South African National Roads Agency SOC Limited (SANRAL). This project is in the province of the Western Cape and in the Theewaterskloof Local Municipality area.
Preferences are offered to prospective tenderers from the targeted area, namely the Theewaterskloof Local Municipality, as well as the CIDB grades and classes indicated for each sub-contract package. These tenders will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:
a) Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
b) Registered on the National Treasury Central Supplier Database (CSD).
c) Registered as “active” with the Construction Industry Development Board (CIDB if applicable) in the relevant contractor grade and class designation.
An award will only be made to preferred Tenderers that are:
a) Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
b) Tax Compliant.

Note to Tenderers:
a) CIVILS 2000 (PTY) LTD will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
b) Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.
Subcontractors required for the following subcontracts in the table below:
Only tenderers who are registered on the National Treasury Central Supplier Database at the closing date for tender submissions and who comply with the definition of a Targeted Enterprise under clause C.2.1.1 and are at least 51% Black owned and who is an EME or QSE or cooperative, are eligible to tender.
Only tenderers that meet all the eligibility criteria under clause C.2.1.1 of the Tender Data will be considered.
Only tenderers who meet the minimum functionality score as stated in clause C.3.11 will be evaluated further on price and preference.
The tenderers attention is drawn to clause C.3.11 of the Tender Data for each work package when submitting their tender.
Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted.
Only locally produced or locally manufactured products and components for construction will be considered.
Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.
A compulsory information briefing meeting will take place at Unit 16, Bakenshoogte Industrial, R43 Hermanus Way, Botriver, 7185 on Tuesday, 7th of May 2024 at the respective times tabulated in Table 1, where prospective Tenderers shall meet the Contractor.

The physical address for collection of tender documents is the Unit 16, Bakenshoogte Industrial, R43 Hermanus Way, Botrivier, 7185. Documents may be collected during the hours 09h00 to 16h00 (Monday to Friday), from 30th April 2024 at 10:00 am. Tender documents will also be emailed.
Prospective tenderers who cannot access the information on the USB device must pre-book for access to a computer workstation on site on a specific day and time.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.
Late arrivals to the compulsory information briefing meeting will not be allowed access, and therefore will not be allowed to submit a tender. Such tenders received, shall be deemed non-responsive.

Only tender offers submitted by email (before the respective Closing Dates and Times) and/or a Hardcopy delivered to the address specified in the Tender Data will be accepted.
Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
Tenders may only be submitted in the format as stated in the Tender Data.
