TENDER NOTICE
CLOSING DATE: Friday, 7th of June 2024, at 11:00am

Rail Refurb c.c. invites experienced EME and QSE subcontractors to tender for subcontracts on Contract
SANRAL X.004-075-2019/1 FOR THE ROUTINE ROAD MAINTENANCE OF NATIONAL ROUTES 1 AND 8, IN THE XHARIEP DISTRICT MUNICIPALITY

This project is in the province of Free State and in the Xhariep District Municipality. Preferences are offered to prospective tenderers from the targeted areas, namely the Kopanong local municiplaity, Letsemeng local municipality, Mohokare local municipality and Xhariep district municipality.

CIDB Regulation 25 (1B) will be applicable to this contract.
Tenderers who satisfy the following criteria are eligible to submit tenders:
1. At least 51% Black owned
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE)
3. Registered with the South African Revenue Service
4. Registered on the National Treasury Central Supplier Database (CSD)
5. Registered as “active” with the Construction Industry Development Board (CIDB) for a CE class of
construction work
6. Compliant with the Compensation for Occupational Injuries and Diseases Act (COIDA)
7. B-BBEE Level 1
8. Registered with the Bargaining Council of Civil Engineering Industry (BCCEI)

The tenderers attention is drawn to clause 4.1.1 of the Tender Data for each work package when submitting their tender.

Tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(1B) or 25(7A) of the Construction Industry Development Regulations, are eligible to have their tenders evaluated.

Only locally produced or locally manufactured products and components for construction with a minimum threshold for local content and production as stipulated in the Tender Data will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

Subcontract tender documents are available at no cost in electronic format. Tenderers must request tender documents via email from xhariep@railrefurb.co.za, the tender document will be sent to tenderer via email.Tenderers must have access to Microsoft Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software.

For physical collection of tender documents, the address is 30 Maluti Avenue, Bloemfontein where tender documents may be collected from 13th of May 2024 during the hours 09:00 to 16:00 (Monday to Friday). Tenderers are to schedule an appointment for the collection of documents by contacting
xhariep@railrefurb.co.za. Tenderers must provide their own USB flash drive.

Tenderers must submit, via email to xhariep@railrefurb.co.za,the duly completed form A1.1 Certificate of Intention to Submit a Tender. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being deemed non-responsive.

TENDERERS’ BRIEFING
A compulsory tender clarification briefing with representatives of the Project Management Team will take place on Friday 24th of May 2024 at 11:00, location Edenburg town hall. Late arrivals will not be allowed, and their submissions shall be declared non-responsive. A tenderer’s representative cannot
represent more than one tenderer at the compulsory tender clarification briefing.

CLOSING TIME, COMPLETION AND DELIVERY OF TENDERS
All tenders are to be submitted at 30 Maluti Avenue, Bloemfontein and the closing time for receipt of tenders is on Friday 7th of June 2024 at 11:00. Late arrivals will not be allowed, and their submissions shall be declared non-responsive.

Tenders may only be submitted in the format as stated in the Tender Data. Requirements for addressing,delivery, opening and assessment of tenders are stated in the Tender Data.
