SUBCONTRACT NO. N002-020-2021/2: SC-08 ADDITIONAL TENDER FOR GUARDRAILS
TENDER NOTICE
CLOSING DATE: 11h00, 7 August 2024

CIVILS 2000 (PTY) LTD invites tenders from experienced EME/QSE subcontractors / suppliers for Contract SANRAL N002-020-2021/2 FOR THE PERIODIC MAINTENANCE (RESURFACING) OF NATIONAL ROUTE 2 SECTION 2 FROM HOUWHOEK PASS (km 38.0) TO CALEDON (km 67.7) by The South African National Roads Agency SOC Limited (SANRAL). This project is in the province of the Western Cape and in the Theewaterskloof Local Municipality area

Preferences are offered to prospective tenderers from the targeted area, namely the Theewaterskloof Local Municipalities, as well as the CIDB grades and classes indicated for each sub-contract package. This tender will be evaluated in terms of functionality as a criterion and the price and preference points system. Tenderers who satisfy the following criteria are eligible to submit tenders:
a)Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
b)Registered on the National Treasury Central Supplier Database (CSD).
c)Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation (where applicable).
d)An award will only be made to preferred Tenderers that are:
e)Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
f)Tax Compliant.

Note to Tenderers:
a)CIVILS 2000 (PTY) LTD will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
b)Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

Subcontractors are required for the following subcontracts in the table below:

Only tenderers who are registered on the National Treasury Central Supplier Database at the closing date for tender submissions and who comply with the definition of a Targeted Enterprise under clause C.2.1.1 and are at least 51% Black owned and who is an EME or QSE or cooperative, are eligible to tender.

Only tenderers that meet all the eligibility criteria under clause C.2.1.1 of the Tender Data will be considered.
Only tenderers who meet the minimum functionality score as stated in clause C.3.11 will be evaluated further on price and preference.

It is estimated that tenderers should have a CIDB contractor grading designation as indicated in the table below:

The tenderers attention is drawn to clause C.3.11 of the Tender Data for each work package when submitting their tender.

Tenders from tenderers registered as potentially emerging enterprises but with a CIDB contractor grading designation lower than a contractor grading designation determined in accordance with the sum tendered, or a value determined in accordance with Regulation 25(7A) of the Construction Industry Development Regulations, will not be accepted.

Only locally produced or locally manufactured products and components for construction will be considered.

Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.

SUBCONTRACT TENDER DOCUMENTS

The physical address for the collection of tender documents is the Unit 16, Bakenshoogte Industrial, R43 Hermanus Way, Botrivier, 7185. Documents may be collected during the hours 09h00 to 16h00 (Monday to Friday), from 24 July 2024 at 10:00 am. Tender documents will also be emailed.

Prospective tenderers who cannot access the information on the USB device must pre-book for access to a computer workstation on site on a specific day and time.

A request for access to a computer workstation is to be sent to the following address Mr Dian van der Merwe (071 675 7559) or HouwTenders@civils2000.co.za. Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to submit a Tender within seven (7) days from the tender advertisement date.

Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

TENDERERS’ BRIEFING
A compulsory tender clarification briefing session(s) with representatives of the Contractor and Engineer will take place at Unit 16, Bakenshoogte Industrial, R43 Hermanus Way, Bot River, 7185 on Wednesday, 31 July 2024 at the respective times as tabulated above.

A request for a clarification briefing and training session date and time is to be sent to the following addresses Unit 16, Bakenshoogte Industrial, R43 Hermanus Way, Botriver, 7185, Mr. Dian Van Der Merwe (071 675 7559) or HouwTenders@civils2000.co.za.

Tenderers must submit, via email (HouwTenders@civils2000.co.za), the duly completed Form A1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

Tenders from tenderers who arrived late at the clarification briefing session will not be allowed, and their submissions shall be declared non-responsive. A tenderer’s representative cannot represent more than one tenderer at the clarification briefing session.

COMPLETION AND DELIVERY OF TENDERS
The closing time for receipt of tenders is as follows:

Only tender offers submitted by email (before 7 August 2024 at 11h00) and or Hardcopy delivered to the address specified in the Tender Data will be accepted.
